螢火蟲受《金氏世界紀錄大全》機構的委託，赴東亞大陸人進行某項目的追蹤與調查；螢火蟲驚訝地看見了一幅十分壯觀的景象，十幾億隻狗的尾巴同時綁著“Constitutional Democracy”的旗子。所有的狗都齊聲地喊著 “我不要‘主耶穌基督的光與愛’的信仰，我不要‘All men are created equal, that they are endowed by their Creator with certain unalienable rights, that they are among these are life, liberty and the pursuit of happiness.’與‘Fight for individual dignity, love, freedom, justice, liberty, and human rights’的理念，我要用自己的方法來捉住‘Constitutional Democracy’！”，這些狗不停地猛追著自己的尾巴團團轉，直到累死為止！
螢火蟲氣憤地說，“這些狗既不肯虛心地接受信仰，又不肯虛心地學習美利堅合眾國的經驗；牠們只會吶喊，只會哀嚎，只會哭泣，只會抱怨，只會逃亡，牠們還要這樣繼續猛追著自己的尾巴團團轉下去嗎？”
