美國憲政理念實踐:雷根的六點經濟政策


雷根的六點經濟政策(Ronald Wilson Reagan1981120 – 198912日擔任美國總統),它就是減稅(降低所得稅、去除稅法的漏洞)、降低利率、減少政府支出、推動自由放任資本主義(Laissez-faire Capitalism)、撤銷政府的干涉與管制、反通貨膨脹” 


雷根的六點經濟政策就是處理1981美國經濟大衰退與危機的方法,它就是促成1982年後美國經濟大成長的方法,它創造了美國史上為期最久的經濟擴張,它與實行單一低稅率制Flat taxA single low tax rate)將是2009年人類解決全球經濟危機的最好方法!


雷根的六點經濟政策與實行單一低稅率制背後的精神,就是“Libertarianism”“Libertarianism” 背後的精神,就是信仰主耶穌基督與接受“Glory of God”;由於人類信仰主耶穌基督與接受“Glory of God”,於是人類便可以安心地生活在“God's invisible hand”下而自然獲得如下真正的價值。

那些主張大政府主義者與政府處處干預主義者,就是主張父權式政治者,就是主張剝奪人的自由意志與自由選擇權利者,就是人類的Anti-libertarianism者,就是擁護曾經危害美國經濟的羅斯福新政者,就是主張僕人(Public servants Government servants)大於主人(Citizen)的政治者,就是愛權力大過於服務Citizen的意念者,就是愛權力大過於愛耶穌基督者。


那些主張大政府主義者與政府處處干預主義者,就是Positive non-interventionism的反對者,就是Minarchism(MinarchismMinimal statism, or Small government)的反對者,就是Limited Government的反對者,就是高稅制的倡導者,就是Low-tax regime的反對者,就是Laissez-faire Capitalism的反對者,就是專制的同路人,就是主張強奪他人私有財產的強盜,就是主張侵害人權的惡棍!


你可以從雷根下列的話,證明大政府主義與政府處處干預主義是完全錯誤與罪惡的,雷根下列的話是那些倡導大政府主義者與政府處處干預主義者應該認真學習的理念,尤其是孫文、蔣介石、毛澤東、鄧小平、羅斯福(Franklin Delano Roosevelt)、卡特(James Earl Carter, Jr.)、奧巴馬(Barack Hussein Obama II,主張紓困政策)、共產黨員、俄國前總統葉利欽(經常採行干預與管制性經濟政策;自1992年起﹐俄國政府以印發鈔票方式挹注預算赤字﹐2008年前的4年則以發行公債彌補赤字﹐在抑制通膨方面﹐則採高利率與緊縮銀根之作法﹐使企業面對資金不足及利率高漲之困境)、德國總理默克爾(Angela Merkel,她拒絕減稅與採取經濟刺激方案)、義大利總理貝盧斯科尼(Silvio Berlusconi,導致政府的財政赤字高於本國年度國民生產總值)、南韓的李明博(2008225日才上任後,他提出總額4.8兆韓元的追加預算以刺激國內需求與要求國營事業將2008年的403,000億韓元的投資總額再加碼5兆韓元;20081019日,南韓政府提規模達1300億美元之紓困方案穩定金融市場)、日本的麻生太郎(主張紓困政策)、法國總統薩科奇(Nicolas Sarkozy)、臺灣的馬英九(主張紓困政策)等人。


雷根說, “Government is like a baby. An alimentary canal with a big appetite at one end and no sense of responsibility at the other.”“Government always finds a need for whatever money it gets.”“Government does not solve problems; it subsidizes them.”“Government's view of the economy could be summed up in a few short phrases: If it moves, tax it. If it keeps moving, regulate it. And if it stops moving, subsidize it.”“I'm convinced that today the majority of Americans want what those first Americans wanted: A better life for themselves and their children; a minimum of government authority.”


雷根說,“Governments tend not to solve problems, only to rearrange them.”“No government ever voluntarily reduces itself in size. Government programs, once launched, never disappear. Actually, a government bureau is the nearest thing to eternal life we'll ever see on this earth!”“Politics I supposed to be the second-oldest profession. I have come to realize that it bears a very close resemblance to the first.”“Government's first duty is to protect the people, not run their lives.”“The most terrifying words in the English language are: I'm from the government and I'm here to help.”


雷根說,“The problem is not that people are taxed too little, the problem is that government spends too much.”“Today, if you invent a better mousetrap, the government comes along with a better mouse.”“The Difference between them and us is that we want to check government spending, and they want to spend government checks.”“We don't have a trillion-dollar debt because we haven't taxed enough; we have a trillion-dollar debt because we spend too much.” “Welfare's purpose should be to eliminate, as far as possible, the need for its own existence.”


雷根說,“This idea that government was beholden to the people, that it had no other source of power except the sovereign people, is still the newest, most unique idea in all the long history of man’s relation to man. For almost two centuries we have proved man’s capacity for self-government, but today we are told we must choose between a left and right or, as others suggest, a third alternative, a kind of safe middle ground. I suggest to you there is no left or right, only an up or down. Up to the maximum of individual freedom consistent with law and order, or down to the ant heap of totalitarianism; and regardless of their humanitarian purpose those who would sacrifice freedom for security have, whether they know it or not, chosen this downward path.”


雷根說,“Freedom is never more than one generation away from extinction. We didn't pass it to our children in the bloodstream. It must be fought for, protected, and handed on for them to do the same.”“I believe with all my heart that our first priority must be world peace, and that use of force is always and only a last resort, when everything else has failed, and then only with regard to our national security. ”


我認為雷根所說過的最重要的三句話,那就是“Without God, democracy will not and cannot long endure. ”“Freedom prospers when religion is vibrant and the rule of law under God is acknowledged.”“Man is not free unless government is limited.”(4-27-2009文稿)
