美國憲政的基礎是「Individual Concept」，這包含了「Individual has Faith in Jesus Christ-Gospel Principles」、「Individual Self Control」、「Individual Justice and Liberty」、「Individual Moral Responsibility」等內涵。
美國憲政的基礎來自「個體內在靈魂的強大精神與力量」。
當聖靈內住在個體人(Individual)時，他的內在力量將大於世界，因為他藉著神加給的力量，凡事都能。
神是「父」，他是神的兒女；神是榮耀尊貴的，他也是榮耀尊貴的；神的國，就是他的國；神是信實的，他得應許；神的基業，就是他的基業；神是「King of Kings」，他是「King」；神作王，他也要和神一同作王。
1，我們的主、我們的神哪，你配接受榮耀、尊貴和權能，因為你創造了萬有；萬有是因著你的旨意而存在、被創造的。(啟示錄 4:11)
2，他在這世界， 世界也是藉著他而成的， 世界卻不認識他。他來到自己的地方， 自己的人卻不接受他。但是所有接受他的， 就是信他名的人， 他就賜給他們權柄成為神的兒女。(約翰福音1: 10-12)
3，我知道怎樣處卑賤，也知道怎樣處豐富；在一切事上，在一切情況下，或飽足、或飢餓，或豐富、或缺乏，我都得了祕訣。 我靠著那加給我力量的，我一切都能。(腓立比書 412-13)
4，我觀看你指頭所造的天，並你所陳設的月亮星宿，便說：「人算什麼，你竟顧念他？世人算什麼，你竟眷顧他？你叫他比天使微小一點，並賜他榮耀尊貴為冠冕。你派他管理你手所造的，使萬物，就是一切的牛羊，田野的獸，空中的鳥，海裡的魚，凡經行海道的，都服在他的腳下。」(詩篇8:3-8)

14，最後，你們要在主里借著他力量的權能得以剛強。你們要配上神的全副武裝，使你們得以站立，對付魔鬼的騙局，因為我們不是與血肉之體搏鬥，而是與那些統治的、掌權的、管轄這黑暗世界的，以及天上邪惡的屬靈勢力搏鬥。為此，要拿起神的全副武裝，好使你們在邪惡的日子能夠抵擋，並且在完成一切以後，還站立得住。 所以，你們要站立得住：用真理束上腰，穿上公義的護胸甲；把所預備好的和平 f福音，穿在腳上；在任何情況下，要拿起信仰的盾牌；你們借著它就能消滅那惡者一切燃燒的飛箭；並且要接受救恩的頭盔和聖靈的寶劍——就是神的話語。你們要以各樣的禱告和祈求，借著聖靈時刻祈禱；而且為此警醒，以極大的忍耐，為所有聖徒祈求，也為我祈求，好使我在開口的時候被賜予話語，能坦然無懼地讓人明白福音的奧秘——為此，我成了帶鎖鏈的特使。請為我祈求，使我能照著應該說的，放膽傳道。(以弗所書6:10-20)
美國憲政的本質
美國憲政實行的是「Constitutional Republic」，不是「Democracy」，因為「Democracy」會選出希特勒與產生暴民政治；美國建國者大都對「Democracy」提出了嚴厲的批判意見。
美國憲政是用「三權分立制度與權利法案」來限制政府權力與保障「Individual dignity and rights、Individual justice and freedom」。
美國國父George Washington(1732-1799)說，「It is one of the evils of democratical governments, that the people, not always seeing and frequently misled, must often feel before they can act right; but then evil of this nature seldom fail to work their own cure.」
美國第二任總統John Adams(1735-1826)說，「Remember, democracy never lasts long. It soon wastes, exhausts, and murders itself. There never was a democracy yet that did not commit suicide.」與「Democracy, will soon degenerate into an anarchy, such an anarchy that every man will do what is right in his own eyes, and no man's life or property or reputation or liberty will be secure and every one of these will soon mold itself into a system of subordination of all the moral virtues, and intellectual abilities, all the powers of wealth, beauty, wit, and science, to the wanton pleasures, the capricious will, and the execrable cruelty of one or a very few.」
美國建國元勳Benjamin Franklin(1706-1790)說，「Democracy is two wolves and a lamb voting on what to have for lunch. Liberty is a well-armed lamb contesting the vote!」
美國憲法起草者Alexander Hamilton(1755-1804)說，「If we incline too much to democracy, we shall soon shoot into a monarchy.」與「Real liberty is neither found in despotism or the extremes of democracy, but in moderate governments.」
美國獨立宣言簽名者Benjamin Rush(1746-1813)說，「A simple democracy is the devil's own government.」
美國憲法之父James Madison(1751-1836)說，「Democracies have ever been spectacles of turbulence and contention; have ever been found incompatible with personal security or the rights of property; and have in general been as short in their lives as they have been violent in their deaths.」
曾任美國第5任副總統Elbridge Gerry(1744-1814)曾說，「The evils we experience flow from the excess of democracy. The people do not want virtue, but are the dupes of pretended patriots.」
