在黑暗的世界，殷海光鳥對烏鴉說，“民主與自由不是一件事！我們常常使用的名詞，往往也就是我們不甚了解的名詞。民主和自由就是其中之二。多年以來，這兩個名詞常被連在一起來說，因此造成大家一個印象，以爲民主與自由不可分，甚至二者是一回事。這樣的印象有修正的必要。……通常把民主與極權對稱；自由與專制對稱。這是亂點鴛鴦 譜，配錯了對兒。民主政制的反面是專制政制。自由主義的反面是極權主義。這也就是說，在專制政制之下一定沒有民主政制；可是不一定沒有自由主義。在極權主義之下一定沒有自由主義；可是不一定沒有民主政制。民主政制和自由主義的排列組合一共有四個可能。第一，既民主又自由。如果一個國邦的民主制度完成了，比如說有一部象樣的紙上憲法，也有選舉，同時又已把自由主義收作社會文化的基本價值，比如說極尊重個人的尊嚴和基本人權，那麽這個國邦便是既民主又自由的，例如，美國、英國、瑞士、澳洲，等等。第二，有民主而少自由。如果一個國邦的民主制度完成了，比如說有一部寫在紙上的民主憲法，也有選舉，可是卻無視個人的尊嚴和基本人權並且有計劃地挫抑自由主義，那麽這個國邦便是有民主而少自由的。第二次世界大戰以後東歐若干小國便屬這類。第三，無民主而有自由。如果一個國邦行的是專制政制，但是在社會文化上有相當的自由，那末這個國邦便是無民主而有自由的。歐洲自近代國家出現以後，在君王的專制統治之下，人民享有相當的自由。就中國的歷史而論，在兩種情況之下出現這種局面；一，帝國大統一，無外患內憂，太平盛世來臨的時候。二，帝國的末世，統治鬆弛，朝代世系形將轉換之際。清末到民初出現過這種美麗的朝霞。可惜朝霞過後就是正午的驕陽。第四，既無民主又少自由。如果一個國邦沒有民主的憲法，沒有選舉，實行的是專制政制，而且又不把人當人，那末這個國邦便是既無民主又少自由的。這一排列組合不止是一邏輯的可能。這種可能的實例在地球上也不太少。”’(《中國文化的展望》第十二章 民主與自由之第一節)烏鴉說，“經上說，‘Now Jehovah is the Spirit; and where the spirit of Jehovah is, there is freedom.’(2 Cor 3:17)，你所說的‘民主’不具有‘Constitutional Republic’與‘Tripartite Separation of Powers(Separation of executive, legislative, and judicial powers)內涵，你所說的‘自由’不等於‘Liberty’(2 Cor 3:17; John 18:36; 1 Cor 2:12; 1 Cor 6:19-20; Exo 9:1; Exo 8:20-21; John 8:32)，你不知道嗎？”
